Why does Serena expose create_text_file instead of using echo?

Hi, I'm reading the source code

create_text_file has only parameters relative_path and content. It seems that this function can be achieved using the echo command.

Because not all users will want to enable the shell tool (e.g. for safety reasons), and Serena is a complete toolbox for an agent. If someone doesn't need this tool, they can disable it. It's already disabled in most contexts
