Order of string in project and in output file.

I'm curious about two things:

1. Why weblate randomly changed order of what it shows first when I press Browse or All string?
   For the context:
   I've connected Github repo with arb English file, initially it always showed me first row, for added languages, but right now - no.

2. Why output order in the arb file of language may change?
   For the context:
   I've added 3 more langs. Two of them receive manual updates for few rows in the end, here all okey, added the same place as they are in English.
   But for the third one, it has 80% of translated rows, I've pressed "batch automatic translation" and after review pull request I noticed that everything was shuffled into a mess. Had to manually override this file to merge two other langs.

Where exactly does this happen? The ordering should be fixed based on the (source) string location and priority.
