Having a rule against guild advertisement in World is one I fully support. Blizz's in-game chat functionality is not great, so the rule helps discussions stay valid and manage a channel. However, the current in-game GuildRecruitment channel is City-only, like Trade. Despite the multitude of 70s you see standing around Shatt and main cities, most people are out there leveling.
Could the current GuildRecruitment channel in-game be updated so that it reaches globally/World, or another World channel created, maybe WorldGuildRecruitment? Maybe limit the number of posts to once per minute/five to maintain some semblance of order?
