Add option to accept all submissions from some IP addresses

In some use cases, submissions from some IP addresses should not be checked for spam (for example, submissions from a corporate headquarters). This is not possible right now with mosparo.

It would be possible to create a rule of the type IP address and add the acceptable IP addresses with a negative rating value:

However, that does not mean the submission from the IP address is always approved. If it collects more points than the negative value in the IP rule, it will be blocked.

With this change, we will turn off spam checking for some listed IP addresses. We could add an option to the IP allow list. If the option is enabled, all submissions from the allowed IPs are automatically approved (even if they contain spam).
