`osmium export` migration sample confg

There are some pipelines around that use osmium export command to quickly fill one table in database with data from osm dump. It will be helpful to be able to create same table layout with osm2pgsql, and have a config for it be provided together with osm2pgsql, so features like minutely updates can happen without rework.
