[Feature] Reduce Same-Species Egg Costs After Specific ## of Eggs Hatched #6765

In src/data/balance/starters.ts at line 621 is where the data for current starter species candy purchase costs
it is fine if the new data is on a different line/area here, as long as it is close to see all nearby still
Add a way to set
- How many eggs need to be hatched of a specific Starter Cost for the Same-Species Egg to reduce in cost
- A way to change how much it is reduced by for each Starter Cost
- Preferable to have multiple numbers, maybe 2-3 to work with in Egg Cost reductions based on total Eggs hatched.
This is any type of egg hatched, not just Same-Species Eggs, as it is the same tracker anyways.
