Webhook

requires certs
isn't really validating or mutating the admissions

kubernetes/kubernetes#128815 should allow us to just watch pods for failed evictions if its accpeted. (but at best it would be in k8s 1.33)

So #41 mae this less important but there could be other projects that don't cordon (descheduler most promoinent) trying to think of others.
