mobile friendly layout

Redesign the user interface to be mobile usable.

On my mobile it isn't possible to use pgadmin4 at all. I am unable to scroll over the generated page which is to big. I'm unable to reach buttons on opened popups.

Some ideas:

• Auto collapse the left menu when on smaller screens. Now it is impossible.
• open focused pane full screen with an easy way to switch back and forth.
• make sure buttons are accessible.
