navigation keys on higher keyboard layers (Neo2 layout) aren't supported.

keyboard layouts in the neo family, e.g., NeoQWERTZ have navigation keys (arrow keys, Home, End, etc.) on layer 4 („Ebene 4“) which don't work on COSMIC.
Interestingly they work inside Konsole and firefox, but not COSMIC Terminal and cosmic-epoch itself.
The higher levels on their own seem to work fine, e.g., I can type the math symbols from layer 6, it's just the navigation keys that don't work.

(tested on the latest nixos unstable, so versions should be up to date)
