There must be an option to show/hide it and not display it by default for everyone.

If we don't add anything in the Tagline field of customizer in Site Identity section then it doesn't display anything on the site even not its markup so users can decide whether it should be displayed or not by adding and removing the site tagline orelse we have to add another checkbox option in the theme settings to hide and display it.
