Create an Encrypted Public Messaging service

Initially to replace broadcast messaging service such as twitter, consider free software social options.

There should be a default _at_domain for corporate use, and a user_at_domain for individual use.
Example:

@puri.st = Organization owned
[email protected] = Todd owned
