What is the problem?

Niobium mine says that the required fluid is missing, but it has enough for various mining operations, the pipe has 12k on it but it doesn't fill the mine, the fluid connection is correct and it has drilling heads.

If I rotate it, it starts mining consuming the fluid inside

and if I put it back it mines correctly for some time

and stops again

If the pipe has more than 12k fluid, it fills the mine and it works normal

You need to use a pump directly before the mines. Fluid stays level across all linked fluidboxes. To get the drills to 100% fluidbox level, it requires a pump. All Py fluid drills are like this. It requires its internal buffer to be half full. The 12k is irrelevant if you use a pump, because then everything it can squeeze into the drill will go into the drill.

There's a period of time where you don't have pumps, yet must discover and deal with this issue. Iirc either pumps or engines need aluminum which can only be mined with fluid mining. In my playthrough I distinctly remember setting up aluminum mining that stopped working off screen cos of this and so I had to scrap a trickle of plates I managed to get to make the first pump.

it's a base game limitation, best we can do is increase the size of miner fluidboxes so that they can work with a lower overall fluid level in the system
