What is the problem?

At the moment, almost all PyAL buildings, when filled with modules of the matching tier, scale in base speed 1/4/9/16, and each tier has double the module slots of the tier before.

Arqad Apiaries have 10/13/17/21 module slots, respectively, per tier. This makes using higher tier buildings less rewarding.
