Add an SNO finder script to Pyorbital.

I intend to close the old PR and open a new one.
I started some work a few years ago, but the SNO finder was not accurate enough, see discussion in old PR. A new improved script was provided by Nina @ SMHI. So, will base the new PR around that script, and start adding unittests.
