What do you mean? It is not a website but a file on the internet. When I click your above link I get the file on disk.
Try wget -r https://zenodo.org/record/7311143/files/pyspectral_rsr_data.tgzin a terminal for instance.
You should get this file:
zenodo.org/record/7311143/files/pyspectral_rsr_data.tgz

That link also works for me. Either zenodo was down when you last tried the download @nothingws or you have a firewall/proxy or something similar that is preventing you from accessing zenodo.

I have the same trouble in China, Is it possible to download the file from github? the zenodo.org url is not reachable without VPN? or use a standby url when the zenodo.org is not reachable? thanks.

Due to github's bandwidth limits (last I checked) and the size of these files it would not be reasonable to store the files on GitHub. We'd need another data hosting site. Zenodo is a very popular research data and paper hosting site. I'm not sure going to another data hosting site wouldn't suffer the same issues.

That said, if people have suggestions, feel free to comment here.

We might be able to host a backup (on UK research infrastructure) but I suspect that would suffer the same blocking problems too.
