Recently XGBoost tagged 3.0.0

Filing this to track updating to RAPIDS XGBoost to 3.0.0

Note: Please make sure the correct CCCL is used when built with RMM, which requires a different CCCL than the one from CTK if I remember correctly.

Do we need to configure a path so that XGBoost knows where RMM's copy of CCCL is?

Using CMake to find RMM will automatically populate a target for the RAPIDS version of CCCL. Make sure to find RMM before calling any CMake find logic that would locate CCCL from the CUDA Toolkit or other means.

It looks like upstream looks for CCCL before RMM. Sent a patch to reorder this: dmlc/xgboost#11351

Also backported the aforementioned patch to XGBoost 2.1.x with PR: dmlc/xgboost#11353

Applying the aforementioned patch in our build with PR: #85

So far that patch seems to be doing the right thing
