Revert "car: Disabled BT MAP causing cyclic BT reconnect"

* This should be enabled on automotive targets and I can't reprocude any
  connection issues described in raspberry-vanilla/android_local_manifest#33.
* Partially fixes raspberry-vanilla/android_local_manifest#110.

This reverts commit 973797e.
