RDKEMW-11362: memcr with reduced logs for PROD

Description

Memcr revision update to point to the LibertyGlobal/memcr@82f4d70
with support for log level config at build time.
For PROD build the level is set to 1 ( milestone & error)
For others, the logs are kept the same
