Summary

The tutorial-tic-tac-toe has a section explaining the use of React Developer Tools using https://codesandbox.io but their platform doesn't seem to support it now.
This has led to some confusion among the learners.

I suggest rewriting it along the lines of this suggestion where learners open the codesandbox preview on a new tab and observe it with react dev tools extension installed in their browser.
