Add pastebin command

add a /paste command that would upload to the Redbrick Pastebin
Would be useful for uploading logs etc. (stuff that's too big to fit into a standard discord message)
Should be fairly straightforward to implement.

There is this python wrapper available. Though its old, so we probably should just use it as inspiration.
