Option for enthusiastic behavior when memory *or* swap is below the minimum

Right now, the manpage states:

                            Note: both memory and swap must be below minimum for
                            earlyoom to act.

It'd be nice to have an option that makes earlyoom more... enthusiastic. By this I mean it would take action even if only one is below the minimum.

Set -s 100 and the daemon will only run based on the size of available memory.

Operating based on the amount of free swap, i.e., ignoring the amount of available memory, is dangerous; it will simply lead to kills even when there is excess available memory. The daemon tries to avoid unnecessary kills by taking both parameters into account.
