Crate test-utils requires forge build as a pre-step #677
Description
Currently on main, the test-utils crate requires forge build as a prestep. It would be better to remove this requirement, and then to update CI to remove the explicit forge build. A strategy similar to boundless where we embed the bytecode as a literal would be an option.
