record preloaded state table info in catalog #23611

Is your feature request related to a problem? Please describe.
Ultra enables users to choose which state table needs to be preloaded or not.
This is often a trial-and-error process.
Right now, we already have the table size recorded in the catalog. If we can also specify which tables are in preloaded mode and which ones are not. It makes the process easier for the user without resorting to the toml config file, which is often not accessible to developers.
