Vulkan version Inquiry

Your instructions have a link to a Vulkan download, which is version 1.4.328.1. Is that the oldest required version to run this properly?

I haven't tested older versions, but I would imagine that any 1.4 version should work correctly. Older versions may work, but they may crash

Why do you ask? If there's a good reason to build against an older version I can change that, but versions older than 1.4 are missing some of the operations that Whisper.cpp wants to use, so will likely have lower performance
