Currently there is no setup program akin to the Windows XP one (it's on the todo list, #81) so you have two options...

If you're on Arch Linux, there is the AUR repo (thanks to @SelfRef) - https://aur.archlinux.org/packages/xfce-winxp-tc-git

Otherwise you have just the one option: you'll need to build from source. It's not as scary as it sounds! It used to be awful, but I have worked on simplifying this process so in just a few commands you'll have everything compiled and packaged for your distro.

Worst case scenario, if the steps don't work for you or you're really stuck - I won't bite your head off if you raise an issue or email me. 😁

Post-install config

The packages you install via either method do not muck around with your system's configuration - that part is up to you! Essentially the themes and programs are installed system-wide and become available, whether you select stuff is up to you.
