Reduce redundant CI checks throughout repos and extract duplicate code

1. We want to reduce redundant checks fro running CI checks, see Do not run duplicate CI checks Shopify/packwerk#357 for more information
2. The change in (1) needs to be made to about ten different repos. Instead, could we extract the CI/CD for a ruby gem into an action we can share across the repos so we can change this behavior in one place?
