It's student housing in Munich. Left over from the 1972 Olympic village and student housing now.

i wonder how hard it would be to update that village with the solar, hydroponic, etc. the architecture is very similar already. maybe some investor with a green philosophy would be interested? or maybe the university would be interested in that idea since its already student housing

There are some architectural/monument protections in place, unfortunately.
