Run cargo update with the new v2 resolver

v2 resolves some dependencies differently. Run `cargo update` to make
sure everything is in sync.

This includes an update to `run-make-support` to make use of a newer
`wasmparser`, which helps remove a duplicate dependency in the lockfile.
