Reproducer:

cargo add icu_locid_transform
CARGO_PROFILE_DEV_CODEGEN_BACKEND=cranelift RUSTC_BACKTRACE=1 CARGO_INCREMENTAL=0 \
cargo +nightly build -p icu_locid_transform

It happens without cranelift! Sorry, it's rust-lang/rust#117455; I had jumped on nightly due to the new component release.
