mastodon.social is an unmoderated mess and people like me block the instance to reduce the harm done.
Right now, the Rust project already has a Mastodon instance of its own on social.rust-lang.org. TWIR's mastodon account should be on this instance too, since it has already been moved under the rust-lang org on GitHub.
Obviously, this requires figuring out who's in charge of this instance to create an account and move it. (Mastodon's built-in moving system should be more than adequate, since it will also move followers over.) But other than that, it should be an easy process.
