What must be done

The launch of same-chain mass payouts will be targeted to selected addresses. It still needs to be decided how this is going to be implemented. Options are:

1. Extend the current targeted messaging system to support feature visibility based solely on Safe addresses
2. Implement a new system specifically for feature targeting (e.g. by extending the config service)

We need to come up with a solution that can be used for other features as well, such as Sub-Safes (#2323).
