This is basically confusing: if you delete a compute server in the "off" state, it still incurs regular purchases (the disk) but it is not visible by default. This happened as part of a course – which might be relevant.
I propose to only allow deleting a deprovisioned compute server, such that it is more clear that just deleting a compute server doesn't stop it from charging you.

The alternative is to deprovision a compute server when you delete it, which is I think the plan. It's just that we have to make sure the UI makes it clear that deleting a compute server... deletes it immediately and permanently.
