Remote WSCD specification

Discussed 2024-10-14: several participants are looking into the design of remote WSCA for a HSM-backed remote WSCD. This topic fits the “Wallet keys in practice” topic. I’ve done some work before on SCAL3 as a common set of security requirements, with multiple proprietary and open implementations. We could collaborate on for example:

• specifying a common transparency log format
• specifying a common instruction set, e.g. based on SecureArea.kt from Google that NiScy might look at
• specifying a common remote service API
• presenting the approach to CEN WG17
