Migrate to com.github.sbt?

Just wondering if the plugin should be moved to the com.github.sbt groupId, like other sbt-plugins did.

• If so, we need to add an entry in scala-stewards migration config, like Add artifact migration for sbt-twirl scala-steward-org/scala-steward#2447

Other plugins typically moved to com.github.sbt as the original authors have slowed down on the maintenance, and we moved to implement release automation so the new maintainers can do so by tagging. Thus far, sbt-assembly is still released by me, so that hasn't happened yet.
