Generally, I think we would expect repo-specific config to override global repo-config (as it happens, that generally doesn't happen, which is annoying!):
...however, when manually invoking Scala Steward for targeted jobs (eg: update all repos with a PR for a specific artifact) we don't really want the repo-specific config to interfere. Do we need some way to sometimes specify that repo-specific config should be ignored?
