Consider refactoring plain layer category strings into an enum

Detailed Description

In #9017 (comment) I noticed that we sometimes have plain strings for layer categories in the frontend. This could be avoided by introducing an enum, e.g., making it more understandable why there is a plain string "segmentation" as an argument.
