no error msg or warning when using directive is not on top of file and silently ignored #1752

Describe the bug
I cross post this here: VirtusLab/scala-cli#3880
There is no feedback on ignored using-directives when package is on top.
To Reproduce Steps to reproduce the behavior:
Using-directives are even syntax-colored so it looks like they are in effect which is misleading...
Expected behavior
There should be some kind of feedback that using-directives are ignored and also a code-action or quick-fix to move all directives to top of file.
