[idealPDS] check intention/implementation: TransitionIdentity.extendsWith(...)

in TransitionFunctionImpl: referenced 2x in an equal(...) against it but identity() was never assigned anywhere.. question: unnecessary leftover that can be removed or unfulfilled thought that needs to be fixed?
