Special seasons not showing and cannot be selected for request

Description

Allow Partial Series Requests is unchecked.
Allow Special Episodes Requests is checked.

When requesting a show, special seasons do not show up and are not requested. There is no option to select it for requesting too.

Steps to Reproduce

1. Have the following settings: Allow Partial Series Requests is unchecked. Allow Special Episodes Requests is checked.
2. Find a show with both normal seasons and specials.
3. Click request.
4. You'll see all seasons but not specials.
5. There is no way to request for specials.

Please make specials as part of all seasons request an option under settings, or allow users to manually select to request for specials even when partial request is disallowed.

I can reproduce this. This happens when Partial Series is disabled with Special Episodes enabled.
