Bug: Borders displaying all the time when running with `npm run dev`

I was using the SAB PWA Test project that has border on the last two book collections. When run with npm run dev, the borders are always there. When run with npm run build && npm run preview, then work correctly.

Is there something related to the issue with #870 not working with npm run dev ???

I could not reproduce the issue. When I tested using both npm run dev and npm run build && npm run preview, I found that all of the books that were set to have a border or use app-level settings had a border, and the ones that were set to not have a border had no border. Psalms and Proverbs in WEB are set to use the app-level setting for borders, so they had borders even though they were not in one of the last two book collections.

We cannot reproduce this. It could be an issue with cached projects that will be fixed with #865
