loot tables related to a Y CORD (x,y,z offset issue)

im tryng to use the "Y OFFSET" to make a legendary item just drop when some one mine it in the 2 altytude of the world. But dosent seem to work, is there a way to make this?

im at altytude 5 and the item still drops

Y Offset is relative, meaning it will drop when there is a warped forest 2 blocks above the player
