Hardhat local installation error

I had installed the hardhat locally but still showed an error HH12 to install locally, how can I solve this error?

Cause

I also had the same issue and found that switching from Powershell to Command prompt fixed it for me.
I am not entirely sure why this change fixed it.

VS Code Fix

Create a new 'command prompt' terminal using the little arrow to the right of the plus

Try calling npx hardhat from this terminal (make sure you call it in the right directory)

Still does not work:

You may need to reinstall your packages.
Try to delete hardhat running npm uninstall hardhat (in the right directory again).

Repeat all the installation steps within this command prompt window.
