Mismatch with Google Circle behavior when editing radius #56

When hovering over a radius handle, before dragging:

mapbox-gl-circle: all handles are highlighted
google.maps.Circle: only the radius handle under mouse cursor is highlighted

When dragging a handle to adjust radius:

mapbox-gl-circle
1. all radius handles moves
2. extra circle stroke follows radius handles
google.maps.Circle:
1. only the handle that user interact with moves
2. extra circle stroke follows radius handle
