add stream_order_max to side channels where applicable #126

we exclude side channels entirely here:

fwapg/sql/tables/temp/fwa_stream_order_max.sql

Line 16 in dab345b

and watershed_key = blue_line_key

But this creates discontinuities in network visualization in some places where side channels have valid orders. Add these.
