Replace Spectral with Optic CI.

This is the culmination of an awesome collaboration with Optic on an
executable implementation of our API standards and best practices with
Optic CI, with much, much more coverage of our policies.

Optic's CI engine evaluates rules on the difference between OpenAPI spec
files. This can be used to gate incremental changes, as well as track
overall API program standards compliance over time.

Many thanks to Aidan Cunniffe, Dev Doshi, Steven Mizell and Nicholas Lim
at Optic, all of whom have been amazing and insightful to collaborate
