Requirements gathering for GNSS pHAT sw

Paul asked me to drop a unit of the upcoming product. Kirk is aware of it but I'm not sure what Kirk's schedule is for Python drivers.

For now, Paul and I are proceeding with the product as is. Someday, python or other driver support would be good. There's plenty of python GPS apps (pyGPSClient being my favorite) that support NMEA parsing and handling of these types of receivers so we're not too concerned about timing anything you may be working on with hardware product releases. But, boy oh boy, someday it would be cool to see this shield on a Tachyon!

So this task is to define what we are wanting the gnss phat code to look like and a timeline for development.
