This is not correct and I'm not sure how it happened. I'll run pre-commit again locally.

@mctonderski-splunk actually I think I do know, there was a third party temporary outage while running our batch PR script that caused package_app_dependencies to fail in Docker, I thought I had caught all of the offending PRs but I think this one is a part of a group that I didn't get the first go-around. I'll resolve for all of those.
