Apart from some sporadic contributions I'm the creator, and currently the sole maintainer, of PyOCI.

There is (a very small) cost involved in running pyoci.com, the publicly available instance of PyOCI.
To keep in the free-tier of my deployment I scale down to 0 when there is no traffic, this results in increased response times whenever we need to scale up. Once I hit $15/month I'll be able to have at least 1 replica up at all times.
