cat 9kv logic for unused interfaces seems to be broken

when using a topology like this

the cat2 node does not boot up, as it is defined with gi1/0/2 interface, and since it doesn't start with the first interface, the logic to add dummy interfaces seems to reuse 0x3 pci address twice
