Портировать с парадиза возможность вызова отсюда code\modules\security_levels\keycard_authentication.dm

Возможно частично подойдет имплементация с Новы (Скайрата), вызов 911, но требуется замена маршалов на нормальное ЕРТ и не гарантированный спавн, а одобрением через админа.
